Toowoomba Regional Council has approved the implementation of Novoplan to strengthen the management of Infrastructure Charges, Infrastructure Agreements, and the planning of essential community infrastructure across the region.

The initiative reinforces Council’s focus on sustainable growth, improved engagement with the development industry, and better infrastructure outcomes for residents.

Ben Kleinschmidt, Manager Development Infrastructure & Growth, said Novoplan will enhance how Council plans for and funds growth. “The Toowoomba Region is in an exciting growth phase, and therefore it is critical that we plan infrastructure proactively to manage development outcomes and make informed decisions that benefit our community,” Mr Kleinschmidt said.

“Novoplan will strengthen our ability to plan efficiently across all our infrastructure asset groups and ensure our networks keeps pace with development in a manner that represents value-for-money for Council. The software will also enable us to work collaboratively and transparently with industry around trunk infrastructure outcomes, particularly across our expanding growth fronts.”

Novoplan will improve the consistency and transparency of Infrastructure Charges and Agreements, linking development activity with infrastructure demand and ensuring contributions are applied fairly across the transport, drainage, water, sewer, and park networks.

It will also support better coordination of new infrastructure by improving visibility over timing, cost, and delivery priorities aligned with growth.

“By enhancing our approach, we can work more collaboratively with developers while ensuring residents and businesses receive the infrastructure they need,” Mr Kleinschmidt said.

Council will progressively integrate Novoplan into its planning, infrastructure, and development processes over the coming months.
