Penrith City Council is responsible for administering development for a large local government area located in the rapidly growing Greater Western Sydney area. Penrith City Council appointed Novoplan in April 2022 through an open tender.
Novoplan has enabled Penrith City Council to simplify and de-risk development contribution processes, leading to greater confidence in the system, less potential for errors and more certainty.
The Novoplan application is utilised by over 100 users across Council who are responsible for managing various elements of the development contributions and planning agreement functions of Council.
Penrith City Council were the first local government in New South Wales to fully integrate a development contributions and planning agreement system with Councils existing invoicing system. There is no double handling of invoices between systems, leading to a cohesive and fully functional system.
Transparency and compliance
Novoplan improves the transparency of Penrith City Council’s infrastructure contribution system through better reporting of contributions received and expended for individual contributions plans and planning agreements.
