Before a development application has been submitted

Users of Novoplan can accurately estimate the infrastructure contributions that would apply to a proposed development prior to lodgement of a development application. External users (i.e. members of the public) can also estimate the infrastructure contributions that would apply to their development proposals through Novoplan’s public facing infrastructure contribution calculator.

During the assessment of a development proposal

Novoplan streamlines the identification and calculation of infrastructure contributions that apply to a development proposal and can automatically generate the notices and / or conditions that form part of a development approval package.

Novoplan can be integrated with user’s development assessment and document management systems to ensure that relevant information is automatically exchanged between these systems.

After a development approval has been issued

Novoplan simplifies the administration of post development approval infrastructure contribution processes including managing amendments to development approvals, tracking the delivery of infrastructure by an applicant, invoice generation, bond management and payment tracking.

Novoplan can be integrated with user’s receipting and document management systems to ensure that invoice and payment information is automatically exchanged between these systems.

Reporting and oversight

Novoplan provides a centralised location in which data about infrastructure contributions and development are stored. This data can be readily reported to inform the budgeting, planning and delivery of infrastructure and other services.

Adaptability

Novoplan’s flexible design ensures that it is adaptable to the various infrastructure contribution regimes in operation across Australia. This flexibility provides users with confidence that Novoplan is resilient to changes to infrastructure charging processes (both business and legislative) over time.

A summary of how Novoplan addresses the requirements of the Queensland, New South Wales, Victorian and Western Australian infrastructure contribution regimes is provided below.

Queensland

Novoplan facilitates the administration of the infrastructure charging and contribution frameworks of the Planning Act 2016 and South-East Queensland Water (Distribution and Retail Restructuring) Act 2009. This includes:

  • calculating infrastructure charges in accordance with a local government’s infrastructure charges resolution;
  • managing necessary trunk infrastructure conditions including establishment cost recalculations, offsetting and refund arrangements;
  • managing infrastructure agreements; and
  • statutory reports and infrastructure charge registers which are required to be published by infrastructure providers under Schedule 22 of the Planning Regulation 2017.

Novoplan also facilitates the administration of the complex infrastructure charging and offsetting arrangements of the Economic Development Act 2012.  This includes those specified within the Infrastructure Funding Framework (IFF), Infrastructure Charging Offset Plans (ICOPs) and Development Charges and Offset Plans (DCOPs).

New South Wales

Novoplan facilitates the administration of the development contribution mechanisms under the Environmental Planning and Assessment Act. This includes:

  • calculating local infrastructure contributions (section 7.11 and section 7.12 contributions) administered by local governments;
  • calculating special Infrastructure Contributions (SICs) administered by the NSW state government; and
  • managing infrastructure components of Voluntary Planning Agreements (VPAs) and Works-in-Kind Agreements (WIKAs) entered into by local and state governments (including value capture arrangements).

Novoplan can generate statutory reporting of development contributions, including statements of developer contributions which are required to be published as notes to Council’s annual financial statements.

Novoplan also facilitates the administration of water and wastewater headworks charges under the Local Government Act and the Water Management Act.

Victoria

Novoplan facilitates the administration of the development contribution mechanisms under the Planning and Environment Act 1987 including:

  • payments made by developers towards the provision of infrastructure identified in a development contributions plan (DCP), community infrastructure levy (CIL) or infrastructure contributions plan (ICP);
  • infrastructure provided by developers in accordance with a DCP;
  • land contributions provided by developers in accordance with an ICP; and
  • voluntary agreements.

Western Australia

Novoplan facilitates the administration of development contribution plans prepared in accordance with State Planning Policy 3.6 under the Planning and Development Act 2005 including:

  • payments made by developers towards the provision of infrastructure identified in a development contributions plan (DCP);
  • infrastructure provided by developers in accordance with a DCP;
  • voluntary agreements.
